सरकारी टेंडर देखकर कई लोगों को लगता है कि इसमें सिर्फ बड़ी कंपनियां ही काम कर सकती हैं। लेकिन सही eligibility, documents और online bidding process समझ लें तो छोटा business भी कई tenders में participate कर सकता है।
आखिर हुआ क्या?
सबसे पहले एक बात clear कर लें—सरकारी tender को आम भाषा में “खरीदना” कहा जाता है, लेकिन असल process में आप Tender Document डाउनलोड करके Bid जमा करते हैं। Government का eProcurement portal tender schedule डाउनलोड करने और online bid submit करने की सुविधा देता है।
सबसे पहले संबंधित सरकारी eProcurement वेबसाइट खोलें, जैसे eprocure.gov.in। यहां आप अपने काम के अनुसार अलगअलग Tender तलाश सकते हैं। Tender का नाम, Reference Number, विभाग, काम की जगह और अंतिम तारीख देखकर सही opportunity चुनना आसान हो जाता है।
इसके बाद अपनी business category से match करता हुआ tender चुनें और पूरा document पढ़ें। Eligibility, technical specifications, turnover, experience, EMD, GST और अंतिम तारीख जैसी conditions को नजरअंदाज करना सबसे बड़ी गलती हो सकती है।Online bidding के लिए bidder registration भी जरूरी हो सकता है।
Central eProcurement portal पर registration में business/company details, PAN और contact information जैसी जानकारी मांगी जाती है।
लेकिन असली असर कहाँ पड़ेगा?
यहीं से असली GAME शुरू होता है। Tender में सिर्फ सबसे कम price डाल देना जीत की guarantee नहीं है।आपको पहले calculate करना होगा कि material, labour, transport, GST, manpower और दूसरे खर्च निकालने के बाद वास्तविक margin कितना बचेगा।
EMD यानी Bid Security भी कुछ tenders में लागू हो सकती है। सरकारी procurement guidance के अनुसार इसकी राशि और conditions tender document में दी जाती हैं; कुछ eligible bidders को exemption भी मिल सकती है।
इसलिए Bid submit करने से पहले एक simple सवाल पूछें—“अगर मुझे यह काम मिल गया तो क्या मैं इसे दिए गए budget में profit के साथ पूरा कर पाऊंगा?”
सोशल मीडिया पर लोग क्यों भड़क गए?
Government tender को लेकर online discussions में दो तरह की सोच अक्सर दिखाई देती है।
Side A मानता है कि सरकारी tender छोटे कारोबारियों के लिए नया business opportunity है।
वहीं Side B का डर रहता है कि paperwork, technical eligibility और competition इतना ज्यादा है कि beginner के लिए entry मुश्किल होगी।लेकिन यहां viral claims के बजाय tender की अपनी conditions देखना ज्यादा जरूरी है। हर tender की eligibility और evaluation criteria अलग हो सकते हैं।
अगले 24 घंटे क्यों महत्वपूर्ण हैं?
अगर कोई tender पसंद आया है तो deadline तक इंतजार करना risky है। पहले registration, required documents और applicable Digital Signature Certificate (DSC) की जरूरत check करें।
Tender की शर्तों के मुताबिक पहले Technical Bid और Financial Bid तैयार करें और मांगे गए documents को portal पर upload करें। Submit करने से पहले सभी details, files और जरूरी declarations को ध्यान से check करें।
साथ ही Digital Signature Certificate (DSC) और online bid submission से जुड़ी portal की instructions भी जरूर पढ़ें।
सबसे जरूरी बात—Corrigendum जरूर check करें। Tender की deadline या conditions में बदलाव हो सकता है और portal पर corrigendum updates लगातार publish होते हैं।
